So - it turns out there is an issue with the D5300 and rings. You can find that story (and one man's fix) here:

After applying the fix described in that thread I got the following result.
It turns out the streetlight glow was not directly involved in that yellowish corner after all. It was a "feature" of the lossy compression used in the camera (the only choice for RAW files with the D5300) and the rings they created in the flats.

Thank you very much for the update Bob (and Mark for researching this; what a great read! ). It's rather infuriating that this is a camera issue.

Bob you are a star and may have solved why I’ve had issues with my flats using d5300 , I will look into this this evening.
