With DSS now being open source does this mean in theory it could be intergrated into Startools ? And are there any plans to intergrate a stacking module into startools

And in general it would not be as simple as that, even with a different license. E.g. a big part of the code is UI.Copyright: the source is open, though it doesn't mean that you can create a commercial software from it. That's about the only limitation
