I just tried on an MacBook Pro with M1 + latest macOS and was able to launch StarTools without issue...
Please make sure to follow the unquarantining procedure (which was updated for macOS 13/Ventura).

If you are a "victim" of the optical illusion "donut" issue (the way stellar profiles are stretched by AutoDev due to non-linearities in the stellar profiles in data produced by some stacker/sensor combos), the latest version allows for providing AutoDev more information about the targeted bit-depth precision. This in turn allows for AutoDev to avoid allocating dynamic range to these anomalies.
